He was the executive director of the CRECE between 1995 and 2000 where he led regional impact studies, such as the restructuring and development of coffee regions for the Colombian Coffee Growers Federation and the Competitiveness Program of the Department of Caldas. His work as a researcher has covered issues related to regional development, decentralization and public policies. He is currently co-director of the Banco de la República from 2009 until now.

Previously he served as a rector of the Autonomous University of Manizales, Consultant for Missions of the World Bank (WB), Inter-American Development Bank (BID), at the United Nations (UN) in different Latin American countries, as the dean of the Faculty of Economic and Administrative Sciences of the Pontificia Universidad Javeriana de Bogotá, the Director of the National Planning Department (DNP), the Vice Minister of Finance, professor of Economics at the Universidad de Los Andes, the Jorge Tadeo Lozano University and the Pontificia Universidad Javeriana in Bogotá.

He holds an Honoris Causa Doctorate in Social Sciences, Childhood and Youth from the International Center for Education and Human Development (CINDE) and the University of Manizales, as well as a doctoral studies at the Christian Albrecht Universität in Kiel, Germany, of the University of the Andes of Bogota and holds a degree in Philosophy and Letters from the Pontificia Universidad Javeriana in Bogota.
